JOB SUMMARY
This position is instrumental in fostering a culture of organizational safety, health, and operational excellence by designing, coordinating the delivery of, and monitoring training aimed at advancing strategic educational initiatives using Human & Organizational Performance methods.  This role focuses on designing comprehensive training programs that address the unique safety, health, and performance challenges of the organization. Responsibilities include identifying specific training needs through detailed analysis of work processes, developing tailored training content rooted in adult learning theories, and evaluating the effectiveness of these programs to ensure alignment with operational goals. The position also involves leading the district's apprenticeship program and managing all facets of division training logistics.

The advertised hiring range will be $81,760 - $102,200, with a maximum opportunity of up to $122,640 with tenure and strong performance.

RESPONSIBILITIES
Job Functions

EF – 40% Develop Effective Training Content: Develop effective Safety, Health, and H&OP (SHHOP) training content using scientifically proven adult learning methods and techniques to improve the knowledge, skills, and abilities of staff and increase the District’s capacity for Safe and successful work. This involves crafting training content that resonates with staff, enhancing their knowledge, skills, and abilities in safety and health protocols as well as H&OP Concepts. This also involves staying abreast of latest operational practices and techniques to ensure the training remains relevant.
EF – 15% Identify Training Needs: Identify Safety, Health and Human & Organizational Performance (SHHOP) training needs by understanding the complexity and variability of work, analyzing risk factors, and consulting with team members and leaders to gain insight into work-as-done. This involves a deep understanding of the intricacies of work processes, analyzing potential risk factors, and actively engaging with team members and leaders to comprehend the real-time operational challenges to be incorporated into SHHOP training.
EF – 15% Assess Training Effectiveness: Regularly assess the effectiveness of SHHOP training, adjusting, and improving content and delivery methods based on feedback and ongoing learning by collaborating with supervisors and managers to ensure that learning is effectively translated into daily operations and ongoing improvements. Regular feedback loops and collaboration with supervisors, managers, and SHHOP team enable adjustments to be made to both content and delivery methods, ensuring that training translates effectively into daily operational practices.
EF – 15% Coordinate District’s Apprenticeship Program: Sustain and improve the apprenticeship program. Integrate SHHOP training concepts and effective learning methodologies. Cultivate an environment where subject matter experts and apprentices can contribute to safety management by sharing their experiences and insights fostering a culture of safety as a core value and a collective responsibility.
EF – 15% Coordinate SHHOP training logistics: Develop realistic schedules, partner with third-party vendors, employ technology for efficient training delivery, and establish evaluation and feedback mechanisms for continuous improvement.

Additional Responsibilities
Maintain regular and predictable attendance:  Perform related duties and responsibilities as required.  Comply with District policies.  Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

 Post Secondary Education
The educational entry requirements are listed below. 

  • Bachelor’s degree in business, Human Resources, Learning & Development, Safety and Health, or related field is required.
  • Equivalent experience (year for year) may substitute for required education.
 
Minimum Experience:
Minimum experience requirements are listed below.  Experience requirements are additive to education requirements. Additional education may not substitute for experience.
  • 5+ years’ experience in learning and development design, delivery and assessment is required.
  • Utility, manufacturing, or industrial training experience is preferred.

Licenses and Certifications
Certified Instructional Trainer (CIT) is preferred.
Knowledge, Skills and Abilities:
A fully skilled incumbent will have the following specific knowledge, skills and abilities.
  • Knowledge of federal, state, and local safety regulations including OSHA, DOSH and WAC codes.
  • Knowledge of Human & Organizational Performance.
  • Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Presentation skills, training aptitude and the ability to communicate effectively in both oral and written form.
  • Strong leadership skills.
  • Strong teamwork and team building skills.
  • Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things.
  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to work well under tight schedules and in emergency situations.
  • Ability to work well in a team environment.
  • To perform this job successfully, an individual is required to have knowledge of PeopleSoft Time Entry/HRIS; Microsoft Excel; Maximo Order Processing; General Office Equipment and FileNet.
  • The incumbent will be required to demonstrate understanding in the safe operation of a wide variety of equipment in an industrial environment. Intermediate knowledge of Microsoft Outlook; Microsoft Word and Microsoft PowerPoint.
  • Must be proficient in reading, writing and speaking English.
  • Decision Making - Works independently, under limited supervision. Acts as a resource for colleagues with less experience. Trains and mentors others. May act as a team leader. Advises management on best work methods, processes, and/or application of policy. Receives guidance in complex situations.

LICENSE REQUIREMENTS
  • A valid driver's license is required for this position (verified upon hire).  A valid Washington State driver's license is required within 30 days of employment.
