SALARY RANGE
Communications Lineman Trainee: Starting wage is $32.23 per hour.
Communications Helper: Starting wage is $30.93 per hour.
Probationary Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING
This position will be filled at the Communications Lineman Trainee or Communications Helper level, contingent upon the experience of the selected applicant. 
Chelan PUD is seeking a Communications Lineman Trainee or Communications Helper to join its Fiber group. 
Overview
The Communications Helper, under the direction of the Superintendent, Foreman or Journeyman, assist district fiber crews with labor support for the installation and splicing of fiber optic cables and equipment. Gather, transport and deliver tools and equipment. Perform routine care and maintenance of equipment and vehicles.
Responsibilities

  • Provide labor support to fiber crew. Gather and prepare tools and materials and deliver to crews. Returns tools and materials to storage locations and accounts for materials used. Loads and unloads tools, materials and equipment used in maintenance and construction at work sites.
  • Transport and deliver material and equipment to and from various work locations.
  • Wash and clean District vehicles. Report condition problems to fleet services.
  • Assist with maintaining a safe and neat work site area.
  • Perform daily equipment inspections and maintain accurate records.
  • Perform special projects, as needed such as sorting spare parts, arranging for surplus of parts and equipment, making proper labels for non stock items and gathering data on field deployed equipment.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • As an essential function, drive a motorized vehicle while conducting business on behalf of the District.
Education
Equivalent experience (year for year) may substitute for required education.
  • No post-secondary education required.
  • Some college or fiber optic training desired. 
Experience
  • 1-year general maintenance or construction, landscape or lawn care, in an outdoor work environment, experience desired. 
 Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities: 
  • Knowledge of District Safety Rules and Policies. 
  • Basic knowledge of safely handling and using hand tools 
  • Must have capability to learn the use of personal and/or laptop computers 
  • To perform this job successfully, an individual is required to have knowledge of Microsoft Word; Microsoft Outlook, Power Equipment and various hand tools 
  • Requires good organizational and interpersonal skills 
  • Must be proficient in reading, writing and speaking English.

Gather, transport, deliver tools and equipment. Perform routine care and maintenance of equipment and vehicles.
Responsibilities
  • Assist with installation and splicing of the overhead and underground fiber optic system. Provide labor support to fiber crew.
  • Be willing to learn and understand all phases of District fiber optic construction.
  • Gather and prepare tools, materials, and equipment needed to install and maintain the Districts fiber optic system. Inspect tools, assist with purchasing and inventorying new equipment and tools.
  • Assist in wire pulling, manual excavation and general construction.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Experience
  • 1 year experience assisting or providing labor support for a line crew or fiber optic construction and maintenance crew required. 
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities: 
  • Knowledge of District Safety Rules and Policies. 
  • Requires ability to perform construction and splicing practices for the installation and splicing of the overhead and underground fiber optic system. 
  • Requires experience and interpretation abilities of construction drawings and construction and operating instructions. 
  • Requires experience or ability to learn the use of personal and/or laptop computers. 
  • Requires good interpersonal skills to interact and communicate with customers and contractors 
  • To perform this job successfully, an individual is required to have knowledge of Microsoft Outlook; General equipment used in the installation and splicing of fiber optic cable IE lift trucks, cable pulling equipment, trenchers, backhoes and various hand tools. 
  • Must be proficient in reading, writing and speaking English.

Communication Helper: Licenses and Certifications
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire required. 
  • CPR – Cardiac Pulmonary Resuscitation with Valid First Aid Card within 180 days required. 
  • Flagger Certification within 180 days required. 
  • CDL Airbrake Restriction Removed within 180 days required.
 
Communication Lineman Trainee: Licenses and Certifications
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire required. 
  • CPR – Cardiac Pulmonary Resuscitation with Valid First Aid Card within 180 days required. 
  • Flagger Certification within 180 days required.
