SALARY RANGE
The starting salary range for Project Manager is $95,840 - $119,800 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $143,760, annualized.
The starting salary range for Project Manager Senior is $107,440 - $134,300 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $161,160, annualized.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

This position will be filled at either the Project Manager or Project Manager Senior level, depending on candidate qualifications. 
Project Manager


Join our team at Chelan County Public Utility District. As one of the largest hydroelectric generating utilities in the Northwest, our mission at Chelan PUD is to improve the quality of life for the thousands of people who call our pristine desert and mountain community home.

Overview
A Project Manager is responsible for leading project teams in the day-to-day execution of projects of low to moderate complexity to achieve an established set of outcomes. Responsibilities include all phases of projects, including initiation, planning, execution, and close-out on time and within budget. A Project Manager may be assigned to manage projects in areas such as hydro power plant, utility transmission or distribution system, parks, hatcheries, water and wastewater system, and/or telecommunications infrastructure.

Responsibilities
  • Project Execution: Manage projects of low to moderate complexity according to an established scope, schedule, and budget (approved Business Case). Control project activities by measuring progress in accordance with established project plans and objectives.
Low to moderately complex projects generally have some or all of the following characteristics:
  • Low risk to the District
  • Small scale
  • Impact up to 10 stakeholders
  • Involve a project team of 10 or less team members
  • Projects with a budget generally under $5M
 
  • Project Planning: Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives.
  • Project Control Systems: Follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
  • Quality Control: Ensure that quality control processes and procedures are in place throughout the project to ensure customer satisfaction and technical requirements of project are met.
  • Communications: Communicate project progress with supervisor, project teams, and internal clients. Assist in communications with external clients, project stakeholders and regulatory agencies.
  • Project Team Direction: Develop and implement viable project teams to ensure effective performance of project functions. Create a team environment that encourages excellent performance and timely decisions. Identify appropriate staff resources and negotiate with resource manager(s) to fill necessary positions. Escalate project issues and decisions to decision makers in a timely manner. Ensure peer review of project work products is performed by qualified staff. May perform some hands-on engineering and/or construction manager work. May perform field data collection using engineering instruments, digital technologies, ladders, lifts, or small tools.
  • Development: Continue to develop and refine project management skills through continuing education and training.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education
Equivalent experience (year for year) may substitute for required education.
  • Bachelor's Degree (B.S., B.A.) in Construction Management, Network, Electrical, Civil or Mechanical Engineering or equivalent combination of education and experience is required.
Experience
  • 3+ years’ experience performing construction or major maintenance project management is required.
  • Candidates with experience managing multiple projects in the following areas are preferred: Power generation or power delivery; Major building construction; Parks or Fish Hatcheries; Water and wastewater systems; Telecommunication system infrastructure; or similar
  • Preference will be given to candidates with experience aligned with the types of projects to be managed.
Licenses and Certifications
  • Certified Project Management Professional (PMP)-PMI within 24 months required.
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire required.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
  • Basic knowledge of project management processes and tools
  • Basic knowledge of the systems or projects assigned, such as:
  • Power Plant facility and generators
  • Telecom Cabling/Infrastructure
  • Utility transmission or distribution systems
  • Major Building construction
  • Basic knowledge of related building construction standards and codes
  • Demonstrated experience in initiating, planning, executing, and closing out concurrent projects
  • Ability to develop business cases, project plans, scheduling, estimating, and contract administration
  • Ability to develop effective working relationships with internal and external stakeholders
  • Able to negotiate with District personnel and contractors and participate in negotiations with external regulatory agencies and stakeholders.
  • Excellent writing skills
  • Effective speaking and presentation skills
  • Ability to prepare and administer basic procurement documents
  • To perform this job successfully, an individual is required to have basic knowledge of Microsoft PowerPoint and PeopleSoft Financials. Is also required to have intermediate knowledge of Maximo Asset Management; Microsoft Excel, Project, and Word; Primavera; and General Office Equipment.

A Project Manager may be assigned to manage facility construction or major maintenance projects in areas such as hydro power plant, utility transmission or distribution system construction, major building construction, parks, fish hatcheries, water and wastewater system, and/or telecommunications infrastructure.

Responsibilities
  • Project Execution: Complete development and implement projects of typically medium complexity and single or multiple year duration according to the project goals and objectives. Establish the basis for performance measurement and control project work scope by measuring progress in accordance with project plans and objectives.
Medium complexity projects generally have some or all of the following characteristics:
  • Some risk to the District
  • Technical complexity
  • Impact more than 10 stakeholders
  • Involve a project team larger than 10 team members
  • May impact multiple business units
  • Budgets typically greater than $5M.
  • Require management of vendor(s) and consultant(s)
  • Change management responsibilities
  • Project Planning: Develop plans to implement and manage projects including resource requirements, milestones, deliverables, risk assessments, cost estimates, quality requirements and project-specific policies, procedures, and guidelines. Work with stakeholders to develop project objectives.
  • Project Control Systems: Establish and follow effective project control systems to ensure contractor and District activities comply with established work schedules and contract terms.
  • Quality Control: Ensure that quality controls are established and in place throughout the project to ensure customer satisfaction, cost effective design and technical requirements are of project are met.

  • Communications: Communicate project progress with supervisor, project teams, and internal clients. Collaboratively develop communications with external clients, project stakeholders, and regulatory agencies.
  • Development & Mentoring: Continue to develop and refine project management skills through continuing education and training. Mentor lower-level Project Managers.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
